The Welsh Government has selected Zemo Partnership to lead a two-year programme aimed at accelerating decarbonisation of the commercial vehicle sector and its supply chains in Wales.
The £1 million initiative aims to reduce emissions from the commercial vehicle sector in the short- to medium-term through a ‘no regrets’ package of measures.
Named ‘Moving to Zero’, the programme was launched on Friday 21 November at an event attended by Ken Skates, cabinet secretary for transport and North Wales.
The initiative is based on recommendations from work Zemo presented to government in March 2025.
“I’m delighted to be able to launch our Moving to Zero programme – the plan for helping freight and logistic companies reduce emissions and prepare for the future,” Skates said.
“The same innovations that reduce emissions also drive efficiency. Cleaner fleets tend to be cheaper to run. Better route planning means fewer wasted miles.”
“To keep our economy growing, we need a logistics sector that’s agile, innovative and resilient.”
The move to net zero emissions transport is also central to Wales’ plans to create employment in new areas, the transport secretary added.
Industry groups have welcomed the programme, including the Road Haulage Association (RHA).
Chris Ashley, net zero lead at RHA, said: “Commercial vehicle operators need clarity and certainty so that they can then plan how they reduce their emissions over the long term.
“Together with the rest of the United Kingdom, collaboration is essential to make this work, and we look forward to playing our part to realise this.”
Zemo is bringing together fleets, government, vehicle manufacturers, sustainable fuel suppliers and energy networks, “to explore real-world solutions that will make fleet decarbonisation in Wales practical, scalable, and achievable,” according to acting managing director, Jonathan Murray.
Originally launched as the Low Carbon Vehicle Partnership in 2003, Zemo’s goal is to help accelerate a sustainable shift to lower-carbon, cleaner vehicles and fuels.
